Where should humane assessment be in 10 years?

I was asked several times this question:

It's simple. Now, when I look at the mandatory Excel file of every respectable software manager, I see entries like analysis, design, development, testing, and of course, management. These are considered to be the topics that are worth allocating explicit resources for.
